CHARLOTTE, N.C. — A federal criminal complaint has been filed against a man accused of fatally stabbing a woman aboard the city’s light rail system. The alleged attack has sparked outrage and raised concerns over safety in public transit.
The incident occurred around 9:55 p.m. on August 22, as officers from the Charlotte-Mecklenburg Police Department responded to reports of an assault on the Lynx Blue Line near Camden Road. Upon arrival, authorities discovered 23-year-old Iryna Zarutska suffering from stab wounds on the train and recovered a pocketknife believed to be connected to the attack.
Surveillance footage has circulated online, revealing Zarutska entering the railcar and sitting in front of 34-year-old Decarlos Dejuan Brown, Jr. Just four minutes later, Brown reportedly pulled out a knife and assaulted her from behind before calmly exiting the train. Officers apprehended him shortly thereafter on the light rail platform and subsequently charged him with first-degree murder.
Court documents indicate that Brown has a lengthy criminal history, with 14 prior cases in Mecklenburg County over the past decade. There are also records suggesting he has been diagnosed with schizophrenia. Earlier this year, he was taken into custody after making repeated 911 calls from a hospital, claiming he was being controlled by unseen forces. Despite these alarming behaviors, a judge released him without bail.
Zarutska, a native of Ukraine, moved to the United States seeking a safer life away from the conflict in her home country. Her family expressed their devastation over her death in a GoFundMe post, emphasizing the hopes she had for her future.
On September 9, authorities formally charged Brown in a federal complaint that accuses him of causing death on a mass transit system. If he is convicted, he could face life in prison or even the death penalty. The U.S. District Court will determine his sentence based on relevant guidelines and factors surrounding the case. The FBI is spearheading the investigation, collaborating closely with local law enforcement.
Public officials have condemned the violence. President Donald Trump described the video footage of the incident as “unwatchable,” emphasizing the need for a strong response to individuals who engage in such heinous acts. “Everyone in this country deserves to travel safely without fear of assault,” commented James C. Barnacle Jr., the FBI’s Charlotte Special Agent in Charge.
Attorney General Pamela Bondi also weighed in, asserting that Zarutska’s murder highlights failures in handling criminal justice issues, calling for maximum penalties for repeat offenders like Brown. “We will seek justice for Iryna Zarutska and ensure that this violent act is met with the full weight of the law,” Bondi declared.
