Bladen County, N.C. — A 29-year-old man has been charged with second-degree murder following a tragic collision that claimed the life of a former fire chief in Dublin. Kirkland McCary Pusey Smith, of Bladenboro, has also been charged with driving while impaired, according to court documents.
