MOORE, OK – A 6-year-old boy discovered wandering alone in a southern Oklahoma City neighborhood has sparked a criminal child abuse case after investigators found evidence of severe mistreatment at home, authorities said.
Residents in the Moore community noticed the young child alone on September 21 and, alarmed by his appearance, took him in for safety. Concerned about his well-being, the neighbors contacted local law enforcement, prompting an immediate response.
When officers arrived, they observed the boy exhibited clear injuries, including scars, burn marks on his feet, and signs suggesting malnutrition, officials reported. Authorities said the boy’s visible distress and injuries indicated he had endured significant pain for some time.
Investigators soon located and interviewed the child’s father, Dilon Moore, 35, and stepmother, Cathy Ngo, 37. During questioning, police said both adults admitted to harming the boy, including burning the bottom of his feet with a lighter as a form of punishment.
Medical staff examined the child at a local hospital following his rescue. After receiving treatment for his injuries, the boy was released from care and placed into foster custody for his protection.
Neighbors described the young boy as vulnerable and searching for compassion and support, recounting his hopes of finding a loving family. One resident recalled the child’s frail condition, noting visible signs of neglect and hunger.
Moore police arrested both Moore and Ngo on charges of child abuse and neglect. The suspects were booked into the Cleveland County Jail, with bond for each set at $200,000.
Court records indicate both adults remain in custody as the investigation continues. Details about their legal counsel or potential court dates were not available as of Thursday.
Authorities have not released the child’s name in order to protect his identity. The case remains under review and could prompt additional welfare checks for any children associated with the couple.
