Waukegan, Illinois — An early morning shooting has left a community in shock after a local man was gunned down in what authorities believe to be a murder-for-hire plot. Oscar Ochoa-Tello, whose life was cut short on November 5, was reportedly targeted while preparing to leave for work, marking a tragic end to his day.
Neighbors recounted the harrowing moments leading up to the incident. Roberto Morean, who lives nearby, described how he had just returned home and settled in to watch television when he heard a barrage of gunfire. The timing was precise, with the first shots ringing out just minutes after he arrived.
Police investigators quickly pieced together the details surrounding the shooting. Ochoa-Tello was found sitting in his car, which he was warming up prior to departing for his job. Emergency responders rushed him to Vista Medical Center East, but he was later airlifted to a Level 1 trauma center in critical condition.
Christopher Covelli, a spokesperson for the Lake County Sheriff’s Department, emphasized the unusual nature of the investigation. Detectives began examining surveillance footage from the surrounding area and quickly identified a suspicious vehicle that had been present the day prior.
“Detectives noticed a car that had been lurking nearby,” Covelli noted. They harnessed Flock license plate reader technology, which allowed them to gather vital leads that connected the vehicle to the crime scene.
The investigation expanded beyond local borders when detectives traced the vehicle to Mount Pleasant, Wisconsin. Notably, this car was back in the vicinity on the morning of the shooting, prompting immediate suspicion. The vehicle’s repeated presence raised questions, especially considering it had traveled such a distance.
Detectives then focused their search on Cristian Ruval-Cavatorres, a 28-year-old man whose vehicle was identified in connection with both dates. Law enforcement is now pursuing several charges against him as details about his involvement come to light.
Adding a layer of complexity to the case, sources revealed that investigators are looking into possible links between Ochoa-Tello’s murder and a drug-related killing in Mexico. This broader context suggests that the motives behind the shooting could extend beyond personal grievances.
Currently, Ruval-Cavatorres remains in custody in Wisconsin as the investigation unfolds. Authorities have also detained a second individual from North Chicago, who is believed to be connected to the case. However, that person’s identity has not been released, and no formal charges have been announced yet.
