Independent investigator Jesse Prado stated that the police officers were acting in good faith during the deadly attack, which left 19 students and two teachers dead.

The former police detective, appointed by the city council to investigate the police response to the shooting at Robb Elementary School, revealed that while there were no serious acts of misconduct by the police, there were significant communication problems among responding officers, inadequate training for active shooter scenarios, a lack of specialized equipment, and delays in apprehending the gunman in the classroom.

Veronica Mata, who lost her 10-year-old daughter in the attack, criticized the delay in the police response, stating that officers waited despite receiving calls that children were still alive inside the school. Kimberly Rubio, whose daughter was among those killed in the shooting, addressed the meeting on Thursday, emphasizing the need for transparency, accountability, and tangible reforms within the law enforcement agency to prevent similar tragedies in the future.
