Convicted Animal Abuser Arrested for Violating Putnam County’s Animal Protection Laws

PUTNAM VALLEY, NY — Three seriously malnourished dogs were discovered in March 2020, wandering on Tinker Hill Road in Putnam Valley. These dogs required extensive care at Carmel Animal Hospital before they were placed in foster homes. In a later development, Tammy M. Williams of Carmel was arrested by the Putnam County SPCA following a collaborative investigation with the Sheriff’s Department, Carmel Police, Kent Police, and Putnam County Probation. Williams was convicted on three counts of animal abandonment and put on probation in 2021. She was also added to the Putnam County Animal Cruelty Registry as part of the Putnam County Code, and later moved out of state.

However, she returned to Putnam in 2023 without reporting her new address. During the annual check of offenders on the registry, the 46-year-old’s return to Putnam was discovered. As a result, a Putnam County SPCA detective charged her with a violation under Chapter 115 of the county’s Animal Protection Law. Williams is scheduled to be arraigned on the violation at the Town of Kent Justice Court on Jan. 31.

In response to this development, Putnam County SPCA officials reminded the public about the importance of checking the registry before adopting, selling, or giving an animal to another person to ensure compliance with the county’s Animal Protection Law. They also provided their 24-hour hotline number and website for reporting any animal cruelty.
